What is PM Shri Yojana, because of which Mamta Di and the Center are meeting with these state governments in person?

 


PM Shri Yojana: Jharkhand Education Project Director Aditya Ranjan informed that Jharkhand had also ratified the Memorandum of Understanding. However, just the task of designating schools has been completed here because Jharkhand is a part of the second phase. Although 381 schools have been identified, no funding work has been completed as of yet.


PM Shri Yojana: 14,500 outdated schools around the nation will be renovated as part of the central government's PM Shri Yojana, also known as the Prime Minister School for Rising India. The purpose of PM Shri Yojana is to modernize schooling so that students can receive a top-notch education and be prepared to meet the challenges of the twenty-first century.


Under the PM Shri program, kids will get smart classroom amenities, be introduced to new technologies, have classrooms constructed, have benches and desks installed, and receive all the other infrastructure requirements for a better learning environment in schools.


In 2022, PM Shri Yojana was launched.

On September 5, 2022, Prime Minister Narendra Modi unveiled this initiative in honor of Teachers' Day. He had stated that 14,500 schools around the nation would receive upgrades as part of this program. The National Education Policy will govern these schools' operations in its entirety. This program will run for five years, with the federal government covering 60% of the costs and the state governments covering 40%. The goal of this five-year program, which has a total budget of Rs 27360 crore, is to use 21st-century technology to facilitate children's complete development.


 

Schools run by the state are being chosen

In order for the PM Shri program to be implemented in the states, the state governments and the Union Ministry of Education had to sign an agreement at the time of the program's commencement. While Bengal, Punjab, Tamil Nadu, Kerala, and Delhi did not wish to sign the MoU and did not take the effort to do so, the majority of the states did not hesitate in doing so.


This was due to the fact that schools managed by the states are being chosen by the federal government for this program, and the chosen school will be referred to as part of the PM Shri program. For instance, PM Shri Rajkiya Madhya Vidyalaya would be the name of the school if it existed and was similar to Rajkiya Madhya Vidyalaya. Under the program, Kendriya Vidyalaya and Navodaya Vidyalaya are also being chosen.


The 60-40 split of costs is under dispute.

Some states are refusing to accept this scheme because, although the federal government receives all credit for operating it, the state governments are required to pay for 40% of the program's expenses. Bengal, Punjab, and Delhi persisted despite Tamil Nadu and Kerala signing the Memorandum of Understanding after the Center took a firm stance and threatened to withdraw financing. The Center has ceased sponsoring the comprehensive school education program in these three states since opposition parties are in control in each of them. This is why there is still disagreement between the Center and these three states.


Jharkhand delayed signing the MoU

Aditya Ranjan, director of Jharkhand Education Project, told Prabhat Khabar that Jharkhand has also signed the MoU. But Jharkhand is included in the second phase, so only the work of identifying schools has been done here. No work has been done beyond this. A total of 381 schools have been identified, but no work of funding has been done yet.


There was a slight delay in signing the Memorandum of Understanding, but Aditya Ranjan clarified that there has been no disagreement with Jharkhand about PM Shri Yojana. We made multiple attempts to reach Bengal Education Department Secretary Manish Jain in order to learn the Bengal government's perspective, but he never answered the phone or returned our messages.
